I'm afraid I cannot recreate the problem on Webmin. It's certainly odd as it is the exact same code used by the cPanel and DA UI. I suspect it's an issue with the webmin form parser. Yes, the date changes as expected. If you check the csf.deny after removing a line and saving, it actually scrambles the remaining lines a bit.
