Does CC_ALLOW_FILTER require MaxMind?

Hi there!

I do not have a MaxMind license installed, but I have entered settings in CC_ALLOW_FILTER. I appear to still have unallowed countries accessing the server.

Does CC_ALLOW_FILTER require a MaxMind license?

If you don't have MaxMind you should have one of the following:
https://db-ip.com/db/lite.php
http://ipdeny.com/
https://iptoasn.com/
http://download.geonames.org/export/dump/readme.txt

You need one of all of them for CC_ALLOW_FILTER to work.

You can have a license from MaxMind for free, for me it is the bes list of all of them.
