The example shows (e.g. 192.168.254.0/24)

Is it possible to block say: 192. everything after that?

Like maybe: 192.0.0.0/8 which I think blocks 16 million IPs?

Yes, you can block /8 though I would recommend /16 unless you are really trying to block and entire country and know that the entire /8 range is exclusive to that country (ie 73.0.0.0/8 is registered to Comcast = USA)
