Add <IfModule mod_security2.c>

Actually CMS write a file modsec.conf on userdata/*/*/<user>*/ for Cpanel Servers.

If there some problem woth mod_security, and Sys admin need remove mod_security form his Apache conf, appache not start because Apache read this files and if mod_security it's deactivate SecRuleRemoveById or other reservated words of mod Security, break start.

It's forced to Sys admin to remove all modsec.conf from apache estructure.

I htink its better,
