Blacklisted emails being delivered to account

Hi,

I've added some tld's to the Blacklist via MSFE > Front-End Settings > Server Spam Blacklist in the format of

*@*.tld

eg: *@*.icu

Clicked Change and then went on to reload and restart MailScanner for good luck.

All emails from .icu are now being marked as Blacklisted in MSFE and the Spam Report shows spam (blacklisted) but these emails are still being delivered to an account where they have changed their "local" Mailscanner setings from "Default setting" to "Forward to spam@" and I am wondering if their account settings override the server settings?

What is confusing me is these emails aren't being scored so don't have a High or Low score and are showing as blacklisted so why would the High or Low Scoring Spam settings come into effect?

I've gone back to blocking these in Exim instead.
