I've released a new version of csf (v2.64) that should now cater for emptied log files as well as rotated ones. Once upgraded you should no longer need to restart lfd after your rotation job.

AFAIK, cPanel won't function correctly on a server with SELinux full enabled, only in permissive/disabled modes.

That suggests that you've either configured the ETH_DEVICE incorrectly (you should normally leave it blank) or that iptables is properly supported on your VPS. I'd guess at the first problem.

The email is actually triggered by the load average on the server. You can have a high load average with low CPU utilisation, so it might give you a false view of the problem. The output that is emailed is actually from:
