If this is with the --all option (to scan all user accounts) then check /var/log/cpanel/users/ and make sure all the files in there are genuine user account specification files. Tried testing the CSF 4.06 for the temp and perm blocking giving the block message. In the TEMP port 21 will direct to the message, but for PERM it will not. Well I guess the 3rd time is a charm!! I reinstalled it from scratch again, installed MSFE, upgraded MailScanner using WHM, Forced CLAM Update, and Recovered the MailWatch database.

It is now working.
