What exactly do you see in the mailscanner report in the headers or the SA report in MailWatch for these emails? I.e. are you certain it is the RBL that is causing it to be marked as spam? They are most likely being marked as spam because the IP address mentioned in the message as being blocked, is in one of the blacklists that SA checks. The best way to avoid this is to whitelist your server's root email address, i.e. root@host.name.com

Restarting MailScanner will (sort of) restart SpamAssassin. With MailScanner installed, there is no spamassassin daemon (spamd) running, it just calls SpamAssassin when it needs to scan messages for spam. SA does not necessarily scan subjects and text for specific keywords. If you want to do this you will have to search for and/or write your own rules.
