Your suggestion is the one at all. It is implemented a long time ago and has nothing to do with exim. Simply remove the initial signature until the IP and have permanant blocking activated. I have been using this since years now.

Hello, If Csf has already blocked in cluster an IP of C-Class, then it should not send one more request of an ip deny with -cd or even accept locally -d. It certainly does not make sense to gulp the removal ip without a declaration, that it was not removed due to NETBLOCK.
BTW, I also found that my removal request did not even reach the server.
