Are you using su to login to the root account? If so, this can happen if you don't use a dash after the su command:

su -

The dash tells su to setup the root environment correctly. If that's not the issue, ignore me ;)

You can find out if it is enabled by editing your httpd.conf and looking for "php_admin_value open_basedir" lines in each VirtualHost container.

You're duplicating lists there. SBL+XBL includes CBL so you don't need that. You'll probably find that anything on NJABL will already be on spamcop or the spamhaus lists, so it's a wasted lookup. The problem is how to check for them. If it is via FTP it would be possible. If it's through a web script then mod_security would be a better place to put such a filter. The other way would be to scan the /home* partitions which would consume substantial server resources.
