It seems iptables is in use by another process. This can have a a number of reasons. Check with lsof what is using it. Also, csf is the only firewall on your system? I think your problem has nothing to do with csf. You have to figure out if and why php-cgi from cpanel is using that much resources.

The process php-cgi with process ID 17354 is consuming 544 MB of memory and your threshold is 512 MB. Look for these settings in /etc/csf/csf.conf:
