I'm not sure that port 25 can be removed, as port 25 is used by email servers talking to each other. If you closed port 25, then there would be no server to server communication and all email traffic would fail. There is a setting in CSF to limit which services can connect to port 25 though. Do you have your IP whitelisted ?

choose firewall allow IP's
and add your IP address to the list.
If you use a dynamic IP range then add an octet range, ie 192.168.0.0/16

Or lets say they try to access wp-login.php, which clearly doesn't exist as i don't have wordpress installed.
Now this guy is without doubt a hacker.
I would like csf to boot him out and keep him out.

I was going to suggest some clever whitelisting and blacklisting in WHM, but if you have clients needing access then this would be too messy to administer. I have the protection_high profile configured, with a little fine tuning on failed logins.
3 failed smtp's for a start.
I also have a 1500 limit on my denied IP list which is giving me about a month before they start to drop off the end.

I believe banning an IP, bans the whole IP from everything.
Even down to being able to connect to a web page on your server or any email server on that IP being able to send email to your server.

Are you trying to achieve something ?

Go to firewall profiles and choose a preset profile. Set it for protection-high ensure that it's taken out of test mode. I don't recall exactly where this is, but it may be the first line in the config section. stop and start CSF. This will give you a very good starting point, it's then just a matte...
