If this is with the --all option (to scan all user accounts) then check /var/log/cpanel/users/ and make sure all the files in there are genuine user account specification files. It sounds like you may have files in there that shouldn't be. Edit: I'll add more sanity checks to the cPanel user detect...

Tried testing the CSF 4.06 for the temp and perm blocking giving the block message. In the TEMP port 21 will direct to the message, but for PERM it will not.
