I am also experiencing this issue. CloudLinux with cPanel / WHM as well. I can't access Mailscanner Frontend at all. This is not a bug. The csf cloudflare interaction does not sync csf.deny ips to the cloudflare firewall. When CF_ENABLE is enabled, any future modsecurity blocks will be synced (as temporary blocks) to the cloudflare firewall. Any other type of blocks are irrelevant to cloudflare.

This has been fixed in the latest version of cxs. If you do not have automatic updates configured, you need to manually update to the latest version.

This has nothing to do with MailScanner. It is exim that accepts or rejects emails based on whether the account exists. You need to check either the cPanel forum or exim newsgroup and documentation for help with this.
