Check the file ownership, group, and permissions for all of the /usr/local/csf/tpl/*.txt files. Mine on CentOS are owner: root, group: root, permissions: 600. I have also received the https:// reminder email on 10/13/2023 from Team at Maxmind. I had updated to CSF 14.20 on 10/05/2023. You need to provide a snippet of the log showing where the EXIM syntax error / blocking is occurring. I suspect that the client connection is NOT being blocked, but is failing due to EXIM syntax errors. Without logs there is no helping you. It also appears that in addition to the /usr/local/csf/lib/ConfigServer/Config.pm changes from http:// to https://; you will need to update your csf.blocklists file in the same way for the MaxMind entry.
