Can't Find Source of IP Block

Hello,

I have a dedicated cpanel server at a colo here in Virginia. We have 1 client who has employees who connect to virtual desktops on a Citrix VM. While working on their virtual desktops they cannot see any websites we host; traceroutes show them traffic stopping one hop before our server.

We switched to CSF from APF a few months ago. I have this clients Citrix ip range (an entire /24) added to both csf.allow and csf.ignore. I do not see them being blocked anywhere, yet they can't hit our box.

We host about 160 sites on this machine and have no complaints from other users. Would anyone point me in the direction of any other places I should be looking for a cause?

Just confirmed with client that the block is coming from CSF/LFD. I disabled both and he could see his sites again. I wonder if we're experiencing an issue reported by some users here where CIDR notation seems to be ignored when whitelisting:
